TERMINOLOGY

Elections Canada oversees federal elections in Canada and establishes the rules and reporting requirements for political entities. Each local riding has its own EC Returning Officer, who is responsible for managing election activities within that riding.  https://www.elections.ca/home.aspx

Canada currently has 343 ridings, with boundaries and some names adjusted every 10 years to account for population changes. This adjustment process is called a Representation Order.  The most recent change, Representation Order 2023, will take effect when the next federal election is called, increasing the number of federal ridings from 338 to 343. A current map of ridings is available here:  Interactive Map

Upon receiving an acceptable application, Elections Canada(EC) will register one Electoral District Association per party in each riding. EDAs serve as the official presence of the party in a riding and can operate continuously, accepting donations and issuing tax receipts year-round. They are distinct entities from the candidates they support.

A listing of EDAs can be found here:  Search for EDAs  Select Association Status = "Registered", as some EDAs are no longer active.

Regional Associations perform the same role as EDAs but service multiple ridings. The People's Party of Canada has adopted a mixed structure, utilizing both EDAs and Regional Associations to simplify reporting requirements. Every EDA and Regional Association must submit detailed annual reports to Elections Canada.
Each candidate must appoint an Official Agent. The OA is responsible for managing the candidate's financial transactions and for placing and authorizing all election advertisements.  Candidates are prohibited from participating in these financial activities. The OA must open a bank account in their own name, to be used exclusively for the campaign, formatted as , Official Agent.   Additional details about Official Agents are available under the Official Agent tab.
Financial Agents handle financial transactions and reporting to Elections Canada on behalf of EDAs and Regional Associations. Their role is similar to that of an Official Agent but is ongoing rather than limited to a single election. FAs are not permitted to run as candidates. More information about Financial Agents can be found under the Financial Agent tab.
The Political Entities Service Centre (PESC) accounts provide access to online information and allow for the submission of some paperwork.  As Elections Canada is gradually moving content into this section of their website, it is recommended that Candidates, Official Agents, and Financial Agents all sign up for access.
