TERMINOLOGY

Elections Canada runs our federal elections and sets the rules and reporting requirements for political entities.   Each local riding has a separate Returning Officer who is responsible for election activities in their riding.

There are presently 343 ridings in Canada, with boundaries and some of the names adjusted every 10 years to reflect population changes.  The term for this readjustment is a Representation Order.  Such a change recently occurred, under Representation Order 2023, which will come into effect when the next election is called.   The number of federal ridings will increase from 338 to 343.  A current map of ridings can be found here:   Interactive Map

Upon receipt of an acceptable application, EC will register one Electoral District Association for each party in every riding.  These EDAs are the official presence of the party in a riding and are able to operate continuously, taking donations and issuing tax receipts at any time, year round.  EDAs are separate entities from the candidates they support.

A listing of EDAs can be found here;  select Association Status = “Registered, as some are no longer active.  Search for EDAs

Regional Associations serve the same function as EDAs but serve more than one riding.  The People’s Party of Canada has moved to a mixed structure with some EDAs and some Regional Associations, in order to ease reporting requirements.  Every EDA and Regional Association is required to submit detailed reports to EC each year.

An Official Agent must be appointed by each candidate.  The job of the OA is to handle financial transactions for the candidate and to place all election advertisements.  Candidates are prohibited from participation in any of these financial activities.  The OA must open a bank in their own name which can  only be used for the campaign.  The name on the bank account should be in the form, John Doe, Official Agent.  More information on OAs can be found under the Official Agent tab.

Financial Agents act for EDAs and Regional Associations, handling financial transactions and reporting to EC.  The job is very similar to that of the OA but is continuous, rather than limited to a single election.  FAs are prohibited from running as candidates.  More information on FAs can be found under the Financial Agent tab.
